Not honoring/changing correct graphics settings

    So, is the game forcing quality settings? Cause I'm trying to manually configure the scalability options in a hope to squeeze more frames out because no matter what I tinker in game...the only quality that changes is the general effects...no models, at least that I can visibly see, changes. So it's really killing my FPS. While I'm usually playing on 144+ FPS, I feel like I'm struggling to squeeze 60 FPS. I can't even stream it with other stuff open. Also, any configs I change are forced back to the original settings.

    So, like...these are the ultra high scalability group settings

    [ScalabilityGroups]
    sg.ResolutionQuality=100.000000
    sg.ViewDistanceQuality=3
    sg.AntiAliasingQuality=3
    sg.ShadowQuality=3
    sg.PostProcessQuality=3
    sg.TextureQuality=3
    sg.EffectsQuality=3
    sg.FoliageQuality=3
    sg.ShadingQuality=3
    

    These are the low scalability group settings

    [ScalabilityGroups]
    sg.ResolutionQuality=100.000000
    sg.ViewDistanceQuality=3
    sg.AntiAliasingQuality=0
    sg.ShadowQuality=3
    sg.PostProcessQuality=0
    sg.TextureQuality=0
    sg.EffectsQuality=3
    sg.FoliageQuality=3
    sg.ShadingQuality=3
    

    But in game it has almost no difference.
    Now in my experience, here's the most taxing ones:

    sg.ShadowQuality
    sg.EffectsQuality
    sg.ShadingQuality
    

    These has always been what I've manually had to change in games in the past (through in game settings or ini settings) to be able to get the most...but it seems these aren't actually being changed despite there being settings for them.

    Example
    Default settings via restore defaults:

    [ScalabilityGroups]
    sg.ResolutionQuality=100.000000
    sg.ViewDistanceQuality=3
    sg.AntiAliasingQuality=3
    sg.ShadowQuality=3
    sg.PostProcessQuality=3
    sg.TextureQuality=3
    sg.EffectsQuality=3
    sg.FoliageQuality=3
    sg.ShadingQuality=3
    

    I just changed "Shadow Quality" from high to low and here they are now:

    [ScalabilityGroups]
    sg.ResolutionQuality=100.000000
    sg.ViewDistanceQuality=3
    sg.AntiAliasingQuality=2
    sg.ShadowQuality=3
    sg.PostProcessQuality=2
    sg.TextureQuality=2
    sg.EffectsQuality=3
    sg.FoliageQuality=3
    sg.ShadingQuality=3
    

    As you can see only sg.PostProcessQuality, sg.TextureQuality, and sg.AntiAliasingQuality were only changed...but I never touched those in game...I just changed shadow quality...but sg.ShadowQuality is still at 3.

    I've also tried to change these manually but the game keeps resetting them back to 3.

    Currently, the scalability settings listed in the .ini files are not fully supported by the game. Changing the values in the files won't affect anything until more work is done to hook those values in properly, which will come in a future update.
